Dear Student and Teachers,
You have embarked upon the noble profession of teaching at a time when the world is going through rapid and profound economic, social, and political transformations based on the emerging 'Knowledge Economy,' -a system of creating wealth that depends upon the creation and application of new knowledge. Such new knowledge in the age of Knowledge explosion can only be created by educated people with innovative ideas and skills. Producing such manpower with advanced and innovative knowledge and efficient skills depends upon our education system. This necessitates appropriate changes in all the aspects of education, i.e. aims/goals of education, structures and types of academic institutions, curricula and so on. The responsibility of steering our education system and thereby our nation in this direction rests upon your shoulders.
We at Government Training College Hooghly aim at equipping the prospective teachers with knowledge that results in academic expertise, skills that lead to a techno friendly teaching performances, attitudes that gear you towards lifelong learning and pursuit of excellence and last but not the least professional values that will constantly remind you of your commitment and accountability towards the global society.
Taking into consideration the demands of the society from the teaching profession , the vision of Government Training College Hooghly is to prepare globally competent teachers with a humane, collaborative and multicultural outlook, I encourage you to create and engage in a collaborative learning environment wherein we all collectively develop as professionals and human beings through formal learning and training as well as through increased interactions.

Rules & Regulation
- The college gives utmost priority for discipline, and every one, student or staff, is bound to follow the rules and regulations of the college and maintain strict discipline.
- The Principal shall be the final authority in the interpretation of the College rules. Matters not covered by these rules are left to the discretion of the Principal and his decision shall be final.
- Under disciplinary action, the principal is empowered to fine, suspend or even expel a student from the college in the interests of the institution.
- Students are not permitted to possess or use Mobile Phones inside the classrooms.
- Ragging of any sort is strictly prohibited. Students found guilty of this offence are liable for severe punishment including expulsion from Institution, Hostel and matter will be referred to police as the same has been declared as a criminal offence by the Government.
- BROWSING ILLEGAL SITES IS NOT ALLOWED DURING LAB HOURS. Staff and students are not allowed to misuse the internet facilities.
- No one will be allowed to listen to Music from any device inside the college campus.
- Every Student shall conduct himself in such a way to cause no disturbance to the working of the classes or to fellow students.
- CONSUMPTION of any form of narcotics is STRICTLY PROHIBITED IN THE HOSTEL AND COLLEGE CAMPUS.
- No function shall be arranged by the students in the hostel or college campus without prior permission from the principal.
- Writing on walls, pillars, bath rooms, furniture or black boards is strictly prohibited. The cost of any damage, if caused to college property will be charged to the accounts of the students responsible for the damage in addition to disciplinary action.
- Students are advised to switch off fans and lights when they leave the class rooms.
- Furniture in the class rooms should not be moved or displaced.
- Students are not allowed to attend classes or any college function wearing causal dresses.
- No students shall remain in the hostel during class hours unless he is sick and is permitted to be on leave.
- Students have to take, without fail, all the necessary items such as hall ticket, admit card, pen, pencil, calculator, Scale, rubber, etc., to the test / exam hall.
- Students are required to keep safe custody of their valuables. They should maintain decency and decorum during cultural events, be it inside the campus or outside.
- Every student should carry his identity card and produce it on demand by the authorities.
- Students are prohibited from organizing or attending meetings in the college, distributing notices, collecting money and exhibiting banners, flags, posters etc. without the permission of the Principal.
- Political/ organizational activities are banned in the campus, save those official activities which are specifically permitted or sponsored by the college authorities.
- Students are expected to contribute towards the academic/ social/environmental initiatives that the Institute may undertake.
- Peer teaching and knowledge sharing among students should be given priority in accordance with the Albertian culture.
- For outstation programmes including study tour, the students are required to submit a permission letter from their parents.
Attendance & Leave of Absence:
- Attendance will be taken at the beginning of each period. Late comers shall enter classrooms only with the permission of the teacher.
- Students who leave classrooms after roll call without the permission of the teacher are liable to severe punishment.
- Impersonation at roll call will be considered as serious offence.
- Application for leave of absence for more than 4 days due to illness should be supported by medical certificates.
- Students absenting themselves from the college for more than three months consecutive working days without satisfactory explanation will have their names removed from the roll and treated as temporary removal.
- Disciplinary action including removal from the rolls will be taken against those who repeatedly absent themselves on insufficient grounds.
- 75% of attendance is mandatory for all students. In the event of continued poor performance in internal tests and poor class attendance by any student, the principal has the authority to withhold permission for him to write the university examinations or late fine will be implemented for defaulter students.
